The default value for chat logging and IM logging should be ON, not off.
If this is not desirable then the installation procedure should ask you during the install process if you want to log chat and IMs.

Why? Most people I know don't log their IMs or chat.
So, really, it should stay off. You can turn it on if you want, not like it reverts.

The reason to have the default "on" is that that is the option that causes users to not lose chat they might want to save. Folks who don't want to log chat can always turn it off. If you don't want to have chat logged, and find that it was, you can change the setting to off and delete the log files. If the default is "Off" and you install and forget to turn the log chat option on, when you realize that you weren't logging the chat it's too late to do anything about it.
Asking the question at installation time would solve the problem perfectly well.
I'll wager that most users don't realize the chat can be logged, since there is no way in the program itself to read the logs, unlike normal chat programs, and thus no option like "View / Chat Logs" that would alert them to the possibility, and there's no mention of chat logging in the preferences section of the F1 help - it doesn't even list the Communications tab where the chat logging options are.
The reason that the option gets changed back to the default value of "Off" is that the program needs to be uninstalled often due to it's unreliability and the presence of at least three LL provided versions of the viewer, which may have unintended effects on each other.
Some folks might enjoy having a log of their first days in SL. They won't have it if the default setting is off.
