Email confirmation for Region Down Report

I would like to see an Email confirmation when we submit a "Region Down Report". You provide a tracking number on the "Request Rollback" form, so it should be easy to implement similar notification/confirmation from the "Region Down Report". Right now, I do not know if y'all have received the request to put my island back where it belongs.
