One of the biggest issues on the mainland facing property owners is when someone buys a small amount of land for a casino, club, camping etc, and then lags the entire sim, or has so many agents on that parcel that ohter property owners can't even enter the sim. It is unfair that someone can buy a 1024m parcel which is 1/64th of a sim, and yet they can make the sim basically unusable or unaccessible for the rest of the property owners. Although this is technically disturbing the peace by the TOS, it is too much of a grey area. I would propose that a maximum number of agents per land ownder based on the amount of land owned on the sim be implemented in order to allow all members of SL to enjoy their property. This would encourage business owners to purchase enough property to adequately support the traffic to their establishments, and allow other residents of the sim to more easily enjoy and access their property.

This has been addressed before and would be nice, but it is not feasible with the current 40 AV limit per mainland region.

I'm not sure how anyone could determine what IS "fair" since a mainland sim only supports 40 avis at any given moment. 1/64th of 40 is less than one...........so anyone with less than about 2048m wouldn't even be able to access their land at all. I mean how would you fix that? Put a minium of say two, three, four? What's fair? I own 512 m (non commercial) and I would be restricted to whatever minium someone arbitrarily chooses? What if I want a small party of say 5 avis..............would I be being unfair to the rest of the sim? I don't see your idea working at all. Sorry.

Most sims are relatively empty.
Its only the ones with traffic draws that are the issue.
And those have artifical constraints cuased by camping zombies.
Remove the campers - This problem becomes much less of an issue.

You could actually implement this fairly by allowing overcommitment.
* Sim below 75% full - no limit.
* Sim above 75% full - limit by percent of sim with the same land owner:
** More than half a sim - no limit.
** 1/4 to 1/2 a sim - 75% of the sim limit.
** 1/16 to 1/4 a sim - 50% of the sim limit.
** Less than 1/16th of a sim - 25% of the sim limit.
This means that a casino owner would have to buy more than half the sim to monopolise the avatar limit, and a small parcel owner could still have a fair sized party, and if the sim wasn't heavily loaded nobody would notice.
Someone could divide their land up among multiple alts, but that would divide their traffic, so it'd be a losing proposition.
