                        When a new sim is added, it effects the edge of the old sim it is attached to.  The view changes, the land level can change etc.
  I suggest that unless the land is going to be waterfront always and forever, that the land at the edge of the world be Linden owned.  When a new sim is added to that edge, the land on the old edge can be released to public.

                        Could have avoided the Xavier Land Disaster with this possibly weds, as usual an excellent suggested startpoint for a solution.

                        Yes, there is some land on the Boardman-Kissling boarder that looks absolutely crazy.  Its just...weird.  Good suggestion.
