Mobile Prim Hollow Center?

I was working on a build and suddenly had an idea of how cool it would be if we could move the center of a prims hollow around. it would allow for more complex prims without the use of multiple prims to get the results you wanted. is it possible to implememnt this to the building tools?

Also, does LL have any plans on making the SL website available for WAP?
it would be cool to be able to read the forums, check the lindex market and/or buy and sell L$ ect from the cellphone when not near a pc
