Allow to drop a boat on a water sim

I mean really, is this stupid or what? What good is a water prim if you can't drop a boat on it. You make them no drop and scripts off, most of them if not all. Thats pure genius, have a water prim for boating but don't allow anyone to drop a boat. Yes I am pissed off, I am out boating, it gets returned for idiotic reasons and then I have to go nuts finding another place to drop one.

Even if the auto return was set to a minute, at least you could drop it and get on it before the timeout. Sheeesh.
