This would be a big improvement on the current settings which follow SL time, Estate time or fixed to a set part of the "normal" day cycle.
It would be really awesome if say you have a sci-fi sim that you could set the sky to "funky funky funky" preset (or make your own) or use "incongruent truths" for an Elvish theme or whatever.
At the moment, I know it isn't because the Environmental Editor is just a client view setting. But supposing it could be made into the Estate Manager settings. Obviouisly, they would have to be overridable for the individual (as the current settings) in case they didn't want to view the sim in that way.
If this is not possible, then how about making the "save custom setting" files something that can be somehow saved as an in-world file and passed around. Then you could have a notecard dispenser on arrival with this file embedded into a notecard. Then you just have to save the custom setting file and then apply it to get the look that the Estate Manager wanted.
Anyway think about it, it would be cool I think
