Don't you just HATE it when there is a blue popup you want to keep onscreen (a group notice, or a vote proposal, or a friendship invitation you want to think about for a while...) and YOU CAN'T MOVE IT! It's stuck in your top right corner and there is nothing you can do.
I want to be able to do with blue popups what I do with all other windows - i.e. to click and drag or minimise. I often have to close popups I'd like to simply move aside for a while.
Obviously this wouldn't apply to "You have paid .... L$ to ...." popups, but it should apply to everything else I think.

Don't think it's viable, hon. Popups are a much lighter weight technology than creating a full-blown window for the notice. I doubt folks would want to put up with little random client pauses to create notice windows; it's acceptable when you've actually done a key-click to request a new window.

To be contrary, the File, Edit, etc menus "tear off" and work very well
