Covenant Tab should be available to any Parcel owner, not just Estate owners

Check it out vote for it if you think would be a nice feature for land owners.

While I can agree with that on some occasions, really if they would give the estate owner the right to give that ability out or limit it, that might work. but got to remember that 1 person owns the whole island and it would get confusing with each parcel owned having diffrent set of rules then the main island.
