Fix No Fly and add No Animations

Land owners should be able to select a No custom animations feature just like the No Fly, for their land.

This would help in holding events that get less distractions, not to mention if someone wants to hold an event in the outlands, currently they can disable fly, and build. Which these cut down on divebomb deaths and gunfire. Bu the no custom (scripted) animations would stop sword deaths. May even stop some of that HFD (Happy Feet Disease) during events.

HFD is when an av that had a object that used custom animations, detaches that object and to other people is still going through those animations.

Other land options I would like.....

No Particle Effects
No Scripts
Slow Scripts

I don't know if the last one would work, but it would be nice if I could set that on my land scripts only got 50% of their normal CPU time. Update timmer events half as often etc. That way you could have scripts without causing as much lag. Maybe?? Sorta like lowering their priority. I don't even know if something like that would effect lag.

How about No Teleport? That wouldn't allow anyone to teleport onto your land, so you could hold an event without people popping up in the middle of it all. :)

Jack, i give that one a big thumbs up. it would be very helpful for paid attractions also.
