Building on the Rating System

I started today wondering what "given" under ratings meant. I know, in retrospect it's a dumb question, but I had it in my head that it had something to do with the number of things I've given away. I know, I Know, I freely admit I'm an idiot.

In my research on the forums I found a lot of different discussions about the old rating system and the subsequent roll-back and its present state.

As a result, I have a modest proposal I would like to pitch the following "changes" to the current system and see what you think.

To Begin, I start with a non-change;
The current price of 25 lindens per point is perfect. It's not too much and it's not too cheap. It's meaningful because it probably hurts most of us small fish enough to mean something but it's not so much that we can't spent the lindens if there's someone we really feel deserves an "attaboy"

The Changes:
Do away with the roll-back/ decay system. (The idea that rating points go away after six months). If I'm paying 25 lindens to say that this person has done a nice job, I would like that to stick. Perhaps the ones given since the price change are permanent and 10% of the ratings given before the price change are permanent).

Bring back a modified stipend system to make people interested in rating again. Over and over I read today about how much people enjoyed being rated, but I don't see much of that going on. (I'm a newbie and I don't think I've been rated at all, and I don't think I've rated anyone).
In this thread;

Draco18s Majestic and Argent Stonecutter had great ideas for a formula so that it would never be a fundraiser like it was in the past, it should always cost you more to rate a person than you or they will get out of it, but it's a nice way for the system to reward good behavior by throwing a linden or two at good people who do good things.

To quote Draco18s; this might be a nice formula:
I'd suggest:
# Ratings $ Stipend Increase
1 L$2
2 L$4
3 L$8
4 L$16
5 L$24
6 L$28
7 L$30
8+ L$31

(I didn't post this in that thread, by the way, because the original premise of that thread was to drop the rating price, with which I don't agreee.

For all I know, there is no more six month roll-back and this is a dumb idea. I'd like to hear what you think.

Thanks,
Jimbo

The problem is here:

From: someone
So how do we use this? For a fee, I can subscribe to the Reputation Service. I get a scritped device that managages my land ban list for me. When new people arrive, it checks their Reputation Score against a limit I’ve set. If a guest doesn’t meet my minimum cutoff, they are gently shown the door, and told to come back when their Reputation Score increases.

"If a guest doesn’t meet my minimum cutoff, they are gently shown the door"

If there was a way to bar avatars effectively for any parcel smaller than a sim we wouldn't be worrying about griefers. And even if it was, that's hardly a meaningful sanction.

I feel this system is nothing more than an expensive version of "bar any avatar that's been in-world less than 30 days", an idea thorougly shot down in an adjacent thread (but which you could implement a lot easier if that's what you want).
