limit non-payment info accounts by Estate setup

since people have many Ideas about limiting what about having it so its possable to have the limits based on your sim. like no scirpt running for non-payment or anyone (non-admin) fo X amount of days or no access for X amount of days. Even Creation of object form a scirpt disabled for X of days. since we can't dis-side on one we don't we place them together?

exp.:
(Creation/Scripts/CreationbyScripts/All/Etc.) are (disabled/enabled/limited) on (person/group/type of payment/Account Age) for (forever/months/days)

since I don't believe Griefers have enough time and effort to make 100 accounts and wait can each Estate to greif, theres been group greifers I have noticed. and there been any shoot down proposals maybe placing together as one to make Sims safer.

Since you have the possibility to restrict Run Scripts and Create Object to the group, you can let in your group only the xxx days old non payment info.
