If you want something for under $100, when I was doing my video, I found and liked Pure Motion EditStudio (www.puremotion.com). They have a free trial that isn't crippleware, so you can give it a good run through its paces.
If you have Windows XP, there's two free options: Avid Free DV (they don't make it easy to find on their website, but search for it)...and Windows Movie Maker if that's all you can get. If money is no object, Adobe Premiere and Avid's non-free software are, I think, the top pro choices. There's a few other free and mostly open source tools that I would use in combination with any of those options: AVISynth: AVISynth isn't a program in the normal sense: You create scripts that load movie files, and AVISynth "frameserves" them to a video player. You can also put commands in those scripts to resize, reformat and to some degree edit footage: this is good for preprocessing footage and getting it ready for editing. VirtualDubMod: The necessicary companion to AVISynth. besides having a built in script edtior and other support for AVISynth files, this will let you export your footage into the codec you'll use for editing. A lossless codec: Editing video with a compressed format like DiVX is not a good idea. Assuming you're using FRAPS to cpature your footage (which is recomended), you'll want to covert to something other than the FRAPS codec, especaily if you do editing on a computer other than what you captured on. The two known options are HuffYUV and Lagarith; EditStudio doesn't handle HuffYUV well because HuffYUV is a major processer hog (both are major hard disk hogs, bear that in mind). Export codec/tools of choice: XViD: prolly one of the best for web distrobution, compatable with DiVX decoder. Quicktime Sorrison codec: for stuff to be shown in SL. Other options include Windows Media Encoder and DiVX. At some point, if there'd demand for it, I may write up a SL-focused guide to machinima making tools.
