Ok, after logging into 1.2, I was delighted to discover that I was coming in under my own prim allocation (just barely).
My report showed that I had 890 prims in a sim where I had access to 938 (or something like that). So this all seemed perfectly straightforward and I was happy.
The next lines said I had about 400 prims on my own parcel and others had a little under 500. Once again this fit what I expected. This was all fine until I compared with my friend whose parcel holds the majority of my prims, plus those of several others, and has virtually none of his own.
His report showed that he had access to only 50 prims! He should have over 800. Almost all of what is on his land is held by people who have their own prim allocation in the sim, and it shows up on their charts, so why would it come out of his budget as well? This is double-dipping and reduces the overall prims available in the sim.
Is this a bug that can be fixed before Jan 12?

Known Bug - objects on released parcel still count
We discovered a bug which we hope to fix Tuesday A.M.
If you have a parcel with objects on it, and you sell it or release it to public, the objects are still counted against your total objects in that sim. For example if you have two parcels in a sim, and both have 100 objects, and you release one of the parcels, your total objects should be reduced to 100 but currently stay at 200.

Well that makes even less sense! If you've got 200 objects in a sim, you still have 200 objects regardless of whether you buy or sell land.
I think this is a different bug where my objects are counting against BOTH my allocation and my friend's, and it should be one or the other.

Here's what I'm trying to figure out. There seems to be two contradictory ways of counting up prim allocations, and I thought it was one, but maybe it's the other?
1. You get a fixed number of prims available in a sim based on the land you have there, regardless of where you put them. If you have no land then you only get temp rez rights.
2. Each parcel has got a fixed number of prims it can have on it, regardless of who puts them there, and it's up to the owner of the parcel to decide whether they can stay. And regardless of whether you own any land you can rez if the owner lets you.
Which is it going to be? Because right now it's acting like both at once and giving interfering results.

I think the confusion here is that the prims count against the prim limit on the PARCEL on which they sit, rather than on the owning individual's prim allowance.
For instance, I own very few of the prims that sit on the Bhodi Tree Gallery's land, but they still count against my prim limit.
All the land I hold in Jessie contributes to the number of prims that can be on my land in Jessie - not the number of prims that can be in objects I place in Jessie.
