Can I Terriform or Not?

I am confused about the limits on land editing. Recently I purchased some land and discovered that I was unable to make anything but the smallest adjustments to the land elevation. Unfortunately this land was near a coast line and I was unable to raise very much of it above the waterline. Now in some areas I have seen land edited to extremes, but here I had little or no ablity to work the land.

How can you tell ... before you purchase a plot of land ... whether or not you will be able to terriform it to your liking?

In the olden days, sims were created with +/-40m of terraforming freedom. Newer sims can only be terraformed +/-4m. Failing all else, consult with the owner before purchasing. I think it's a pretty safe bet that most mainland purchases will only offer you four meters of freedom, however.

editops, it's 40m, not 100m. Only islands have 100m

As a rule of thumb, sims in the northeastern region of the main continent (often with color names like Magenta, Bisque, Argent, etc.) are the old sims with superterraform. Alternately, you could rent from a private sim owner, who has full terraform rights. Anyone know of you can outright buy a plot on a private sim and have that terraformin?
