Anyone know why this is happening? Ive scaned my computer with just about every virus/spyware/trojan software out there and still don't know whats wrong. I can't change the background or use any of the other tabs in the display control panel

Windows Update.
Then download HijackThis.exe. No need to install the .exe, just run it. Not always the answer, but often solves alot of issues. This should probably be moved to Technical Support. _____________________

It will give you many results - including the one that I found at wilderssecurity - but, please do read all instructions given carefully and use your best judgment as to whether you should listen to a particular source or not.  _____________________
