What are the SL rules about shooting weapons? Can it be done in any sims or are there certain sims that are meant specifically for weapon battles? For example can someone just fly around over their land in a Mature sim shooting at someone else on their land, or do they need to take that behavior to a special sim?

In general, you are not allowed to shoot weapons without that person's consent. This has a bit of latitude, though - I use a "prim thrower" all the time which throws a random prim at someone (and this tends to push them) but I doubt anyone's ever ARed me over it.

The exception is land marked "unsafe", anything goes there although customs may exist (i.e., in Jessie, a few of the long-time neighbors have "gentleman's agreements", as I understand it.

so if I live in a sim and my land is safe and my neighbor makes their land unsafe I have to put up with the noise of their guns?

Well, they aren't permitted to fire *at* you, but if the noise bothers you... check the "Restrict spatialized sound to this parcel" option in About Land.

This essentially turns your land into a soundproof booth; nothing comes in, nothing goes out.
