In practice that means a lot of long-winded speeches and arm-twisting.

Is the senate actually a useful body in the states?
Cause up here it is just a lot of old rich farts getting bribed to rubber stamp bills.

It's basically the same in the states. Prices might be higher though.

Politicians and the courts have decided that handing politicians envelopes full of money is just speech. But it seems a little odd, since if you get stopped for speeding, you can't talk to the cop like that.

We started out with free speech, but it seems that the price has been bid up quite a bit.

The Senate tends to be the "cooler heads" in the U.S., putting the brakes on the wilder excesses of the House. Whether this is a useful function depends on whether you happen to support a particular wild excess. They tend to be more successful with bipartisan compromises, as they are a smaller body than the House (though this distinction has been strained of late).

Both branches are stuffed with rich old farts, however, with a few upper-middle-class youngsters aspiring to be rich old farts when they grow up.

It was passed yesterday by Parliement. no its not breaking news either. Its been debated for the last 5 years in Canada

Ya, ours is just more fancy, but also they like to talk alot of bullshit/get nothing done/take forever/etc. Well maybe it's the same... I don't know...is the Canadian senate in a big white building too? Maybe that could be a difference...
