I dunno. Probably a reference to Horton Hears a Who.

Horton, the elephant, was the only person in the jungle who could hear the Whos. The Whos were a tiny civilization of people who lived on a speck of dust. Horton has to speak up for them to save them from destruction.

I don't know what the note means though.

Either way, being compared to Horton is a good thing. It either means this person showed faith in something that nobody else believed in or that he went to great lengths to keep his word.
