I mean, I'm pretty sure they're against the rules to *use*, but is it against the rules to make and market them? =P

Don't think so, and I think its only against the rules to use them on people without their concent. But its good to put a disclaimer notecard in telling people they shouldn't use them without peoples concent.

Someone correct me if I'm wrong though...

Nope selling them is fine and one of the more competitve markets in-game. If you are considering entering the market, please note the bar is set rather high and to make a go of it you need to be very innovative.
