It is located over the large pool area on top of the mountain in the center of the sim. You won't see it until you are close to that area, then suddenly you are immersed in a bath of comets, shooting stars, nebula and spinning galaxies. It is beautiful.
I will also be setting up an amazing galaxy room that Jim made that will have a teleport to the location. Since sim Gypsy Moon is set on night time all the time to add to the fantasy/mystery ambience, you can see the full beauty of the particles against the dark night sky anytime.
