How about a rate deterioration system? Here's why:
It recently came to my attention that if you get high ratings all at once, you can run with it. For example, let's say you get 150 in every catagory, somewhat honestly. You can then tear down everything you have, buy a humogo plot of land, and build on it until you're under 3,500. Far under, e.g. broke. Screw tax! Just wait till your stipend, and it'll get ya up to 3,500 again. Then buy more. Get more. YOU CAN RUN WITH YOUR RATINGS AND GET SOME FORM OF MUTANT WELFARE FOREVER.
But, if you haven't been rated in a loooong time, then your ratings can start to vanish in front of you, and no longer can you waste land and fill sims with nothingness.
Just a thought.

People typically won't rate the same person again and again. You would have to remind people to keep rating you, I think. It's a good idea because I, myself, am using this land buyng trick to get cash hehe. What would be more interesting is if a rating cost you a dollar every week to maintain. The UI could show you all your ratings that you are paying for so you can cancel some.

For ppl with that many ratings, a dollar wont be enough. How about like income tax, more ya have the more it costs per week to maintain.

This is a good enough idea, but how would residents with low or even negative ratings be treated? Seems to me like after a certain amount of time you ought to have at least a rating in the twenties unless you're a total sociopath - like some I've run across... Im mixed about this. One thing about SL that really bugs me (but I deal with) is the inconsistancy with money. As is your bonus/stipend is not a constant. It varies depending on how many residents and how much land the world is made of. Many long term residents dumped a lot when the world was full of people and not enough land because they were loosing too much money. When new land was added it changed again. Bonus money at one point dropped by 2/3rds.
To effectively plan and execute a large build, store, community or whatever you as a player need to be able to figure out with at least a lieelt bit of reliability what kind of money you will have coming in. This idea adds more factors that increase the level of uncertianty. So for this reason I respectfully disagree with this proposal.
As far as the added proposal of increased tax for the wealthy I think this goes again directly to the leaderboards and the misinformation they spread. Most of the "wealthy" people are cash poor. Added taxes would drive them (and you once you aquire more) right out of the game.
