Land price is determined by how many neighbors you have around you. Often you'll get a discount for having land touching other residents' land. You can also decide to claim a small bit, or you can claim a huge spread. It's up to you and your wallet. You have to pay the initial price, and you also have to pay taxes to continue owning it. When you're not in a chat window, hit P to turn on property lines (which are white). This will let you see the exact dimensions of a certain patch of land. ISTR darker parts are public land, lighter parts are owned by residents. Also, you should also be able to hover your cursor over likely patches to see if the area is public or not. What you want to look for is public land, as you can buy that land. If it's owned, however, you're out of luck unless the owner is willing to release or sell it. Other than that, the only advice I can really suggest is fly around in a sim that appeals to you, meet your neighbors, and find a nice spot to build in. This takes a while, I know -- I was inworld for a good few weeks before I actually bought any land. If there's a land editing class, I highly suggest you go take it. It'll help you figure out how to claim and release land, etc. I will say that the land tools are kind of tricky to use, so use with caution. Good luck!
