I'd like to get my lot down from 1300 to 1000 square meters. Is there a way to release a little bit of it instead of the whole thing?

I just release the whole thing and hope that nobody grabs it out from underneath my feet my while I buy back the bits that I want.

Yes, you are refunded the full purchace price. It sometimes takes 5-10 seconds to kick into your account, but don't worry.
So go ahead and release and re-claim. I do it all the time too.

one caveat -
there is a current bug wherein if you try and purchase land in a sim you are not in, your money may be taken without you actually be able to claim the land.
You'll get a message saying: "The server is unable to process your request at this time"
This is only an issue really when working with land on Sim borders. Just make sure to be in the sim that you are purchasing land in.
