If this is true then wouldnt it be safer to put in a policy that it locks the account if you get your password incorrect say 10 times, needing a call/email to support or a dedicated fasttrack email address that will email you a reminder etc only to the registered address.

I think that would make it too easily available to grief someone. Anyone could type in your name at the login screen and type that password wrong, just so you would have to reactivate it.
