Sooo, lemme see if I understand this. If I have L$3500 or more, I will recieve no stipend? From what I was just told after submitting a bug report this seems to be the case. If this IS the case, why am I being punished for being frugal?

Tax Stipend and Bonus is NOT MONEY. It is Tax Credits. Your stipend and bonus are applied to your taxes ONLY. If you have no taxes and no stipend you will get no bonus.
The only exception is if you are poor, if you have less than $3,500 cash on hand, then any extra tax credits will roll over into your cash on hand to bring you as close to $3,500 as they can but they won't push you over.

Its not a punishment its just how it works. There is only so much land to go around, and only so much room for objects. If everyone was allowed to accumulate unlimited amounts of money the servers would fill up real fast and then the lag would be so horrible no one would be able to move. There's not much of a point in having money around here anyway. Unless you're a compulsive shopper. What you can do is limited by the amount of taxes you can afford which is more about how many ratings you have than how much money you have on hand.

The Lindens apparently want us to find other ways to make our accounts grow, instead of just raking in stipend/bonus bucks. Encouraging us to make/sell stuff, hold events and buy things from other people are all likely reasons LL's have set the stipend cap.
One thing that some people do to ensure they get more of their stipend (if they already have $3500 or more in their account) is to buy land. The cost of the land exceeds the cost of the taxes each week, so it's sort of a place-holder for your money. It's not the best way to accomplish this, since it encourages folks to buy land that they may do nothing with, but it is a way around the $3.5K stipend cap.

Although I believe "land banking" only works if you have a high rating. If your rating isn't high enough, your bonus won't cover your land taxes. This is why many people lose money when they own a lot of land.
