In the Networks Control Panel, add "File and Printer sharing". Provided both PCs are in the same "WORKGROUP" they will see each other. You can then click on a directory in WINDOWS EXPLORER and SHARE out the directory, giving a name for the directory. You may need permissions set on the folder and contents to "EVERYONE". PS: XP Service Pack 2's Firewall might block the other PC as well, so make sure either it's off or set up to allow connecting.
