This might should go into feature suggestions, but I think it at least needs some refining before being suggested, so I'm gonna ramble it out a bit here and see what y'all think.
I'm willing to bet that everyone who's uploaded their own textures has at least one such texture that just doesn't look right in the game and is not being used. I know I have a LOT of them.
Unfortunately, that $10 to upload fee is not refunded, not even if you delete the texture from your inventory and then purge it from your trash.
I can understand why this is -- it (the image) is still taking up room on the server itself. Just because you no longer have access to it doesn't mean it isn't still there.
I'd like to propose a way to actually delete it from the server itself, as well as from your inventory and obviously any objects in world or in other people's inventories. ** You could only do this Actual Delete if You Yourself Uploaded The Texture In The First Place. I don't know, but I feel confident that this information is stored in the database. When a texture was Actually Deleted From the Database, then I feel a percentage of the upload fee should be refunded. Not the *whole* upload fee. Half of it, perhaps. Call the other half the "storage fee", which is refunded when the texture is Actually Deleted. *** Ok, maybe not from other people's objects/inventories -- in fact, definitely not. If you try to Actually Delete a texture that someone else is using you get a message telling you that you can't because... It just wouldn't be fair, otherwise. If you've sold the texture to someone else (either in/on an object, or as a clothing tex) then you certainly shouldn't be able to cause it to leave *their* inventory.
This would need to be a separate delete than the normal one, of course -- maybe add it to the right click menu for textures that are in the trash?
Also, if any Linden Monkey Types are reading this, I'm curious now -- any possibility of telling us how many user-uploaded textures are currently residing on the server(s), and what the total byte size of those textures is?

SHebang, I have oft wondered this my self. I have quite a few textures that I no longer use and wish I had the fundage back from them.
Don't get me wrong I understand the mentality about having to pay to upload them. The only problem ...which was mentioned previously in an offline texture editor thread....is what about those textures that you were trying to make fit but when you put it on your avatar it went haywire.
I believe we need this as an ability to #1 Clean up our inventorys. #2 Clean up the Servers to increase performance. #3 also we all need to look at the size of some of these textures in Kilobytes that is and determine what is a better texture to utilize in the game. .tga files are huge on IBM Clones. #4 Naming conventions Maybe by figuring out what something is and it be given a name by SL would eleminate Duplicate or Copied textures.
This could be a dept. at Linden labs by it self just floating through textures. The big thing I see comming down the road is that copyright infringement issue that was brough up earlier.
I wont delve deep in this but with the ability to delete the textures and remove them from the servers it would help narrow some things down.
Good Luck on this,
Sincerely, ShadowWeaver

I think long term this could be important for me. Since most of my textures tend to be story entries, or in the near future poems and short entries of other second life residents, any desired editing or modifications means another download and the trashing of old downloads. I don't know whether my situation is unique or whether others will find themselves in heavy edit mode of textures, but getting even a partial refund for former downloads that are now useless could in the long run be important for my business.
The reason why I mention the possibility of only getting a partial refund is that I suspect (though am not sure) that part of the payment is for the download bandwidth that has been used up and is not retrievable and part is for the ongoing disk space taken up.

I think a "try before you buy" approach might be easier to implement and understand. Imagine the following
1) you upload a texture, it costs nothing, but is set to no-copy (when that arrives), and you can't change that.
2) In the texture viewer, there is a "comit" button and a delete button. If you click comitt, you are charged $10 and the texture is yours.
3) after 5 (or 10 or 15) minutes, you get a dialog, something like "the trial for this texture has expired, you must comit it now or it will be deleted (comit/delete)" Except friendlier, spelled correctly and with better grammar.
I know that I, for one, have had textures that I could probably make better with one more iteration, but after spending $40 uploading already, didn't feel like fixing that last little bit. This is especially true for avatar skins and clothing which can be hard to get right without trial and error.
