To answer your questions:
Yes, it does do file transfers!
Yes, IRC clients (scripts) will be allowed for an additional $SL fee, but "annoying" bots will -not- be allowed. As to what is and what isn't considered annoying -- well, if folks are complaining it's probably annoying. At that point I would ask the owner of the annoying bot to neuter it (LOL). I believe that's all that would be necessary, at least with the current set of residents. If further action did end up being necessary then it would be taken.
