Netporter 4.0 "Havok 4" up to 4096 meters

I have retired "Superporter" completely, because as of April 1 Havok 4 will eliminate precise super-speed physical movement, so physical teleporters are no longer viable.

Havok 4, in exchange, al;lows warp move in thousand meter steps anywhere in the 4096 meter range of a sim.

Netporter 4.0 takes advantage of this, and ads:

* Smart autoconfiguration, using the parcel name.
* Access lists, restrict access to group members or specific users.
* Faster and more accurate network configuration, sim-wide network changes are synced up in 10 seconds or less.
* Faster recycling of the teleporter beam (this is slowed down by access lists, though).
