A recent blog update has stated that there will be no full sims to auction for the time being:

Right now, the only way to get a full mainland region is to purchase one directly from a sim owner. If you are interested in owning a full beach/water sim, send me an IM. I know of someone who would be interested in selling his/her sim if the price was right.
