12.5% discount on rent for Class 4 parcels...

Ecstasy is a Class 4 server, so I am discounting the rent there 12.5%. The discounted rent is already included in the rent you see on the parcel. When you "buy" the parcel via right click, you are paying the first month of rent.

As always, when you visit a sim, go to View and click on Property Lines and Land Owners to see the orange colored parcels for rent.
