The renters will have full Estate Manager status, with access to all the God Tools, and may terraform, sublet, draw up any covenant (or none) that they wish. In other words, a totally free hand.
Rental cost is US$395 / month, or the equivalent in L$
The Rent2Buy is US$495/month, or the equivalent in L$, and after 12 months the sim will be transferred to the renter via LL.
The current owner can provide full parcelling service, if required, at no extra cost, and offers a wealth of experience and advice.
