Judging by Britney Spears' successful career, "singer" is an identifier not of someone who can sing but of someone who gets paid to make any vocal noise while music plays. If the singer makes moderately rhythmic noises while rhyming, they are called a "rapper." A "rapper" can also be completely unintelligible (a la Mystikal) and still be considered a "rapper" if the noises are close enough to onomatopoeias that they imply rhyme by the similarity of the things they represent (for example: "I think I just heard a chainsaw followed by weedeater, that was a sick rhyme!"  .
