I live in DC during 9/11 and following it, I became increasingly annoyed by the "terror threat level". Living in DC as the level changed there were noticeable inconveniences in my life.
For instance, the building I worked in would close the gates to the courtyard when the alert level was orange. It was the stupidest thing if you saw the building. It provided no extra measure of safety but it was "something" that they could do in response.
A year ago I move to Charlotte, NC and I couldn't tell you what the terror alert level is on any given day.
Have the alert levels not been changing much or is it just that here in NC the changes have less impact into your daily life?

Nah, its just Homeland Security just going through swatches for next fall's new color alert scheme. Gotta keep the color codes fresh and interesting.

The warnings were for show... pure politics and manipulation. I think it finally dawned on them that they were having the opposite effect than they were going for. Of course I wouldn't be surprised to see them make a comeback shortly before the congressional elections.
