Im no bush fan, but a clip like that coulda been made with clever video editing. Its easy to slow down media, and now programs auto adjust the sound pitch to match the un-slowed version's.
Note that noone other then the president is in that clip. The video maniuplation would have been easily uncovered (or the clips validity verified) if someone else was doing something onscreen as this happened. ==Chris _____________________

Yahoo! has a video search that points to vids that are on the web and don't have to be otherwise uploaded. With very little effort you can fill a hard drive with 1,000's of 10 second porno clips.
