"The contract, which is effective immediately, provides for establishing temporary detention and processing capabilities to augment existing Immigration and Customs Enforcement Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs," Halliburton announced in a Jan. 24 press release.
Just what sort of "new programs" would require jailing immigrants and disaster victims has not been made public. .... Oh frig. Where's my New Zealand passport....

I have to assume that is more to this story... If that is all it says, then someone needs to get the axe over at the ol' media outlet for rushing to the presses with with a confusing, partial story. Unless it was just written this badly in attempt to apply spin...
