... in any way shape or form.

1. Currently only married couples that pass rigourous tests can adopt. Single people and gay couples/singles are largely excluded from adopting people despite being just as good parents. Currently, there is no test for people to have kids and raise them normally so this one is just silly.

2. Education on contraception is still not pervasive and obvious to the point where it is blatently preferred to use it over sex without.

3. Education on mood altering substances such as alcohol and pot are still not as pervasive as they could be. It's a lot more likely you'll make a mistake with impaired judgement than without.

4. Which leads to the unintended pregnancy category. This includes rape, as well as either one or the other party not wanting a kid.

5. We also have the potential loss of life to the mother during childbirth, which should trump that of a fetus 99% of time (the other 1% is the scenario where she will die anyway (malignent cancer, 5 days to live, fatal wound) or is already braindead but kept alive on life support for the childbirth). Obviously this category has to be a sure thing, she -will- die if she has a child, not that she might die.

Recommendations:

1. Currently we have no laws which allow for broad spectrum disallowment of liability should one party wish to have a child and the other not. One potential solution is a law, in every state, that addresses both parties individually. If the father wants the kid, but the mother doesn't, the father may rent her womb (assuming she is already with child) at the appropriate rate and she will never be responsible for child support thereafter and also not be permitted custody or visitation thereafter if it was made clear she wants no part in it before hand. On the reverse side, the father can give up visitation and custody in return for no support thereafter if it is made clear before the child is born that he wants no part in it. Yes, the going rate exceeds the cost of cosmetic surgery to hide a c-section scar :p

2. It has been demonstrated quite equitably that everyone has a 50/50 chance of being a good parent or a bad parent. Obviously certain people are worse parents, like convicted, nonaquitted murders and pedophiles. Consequently, if you want less abortion, you need much more accessable adoption.

3. Education on proper means of preventing getting pregnant in the first place has been impaired by certain campaigns involving 'abstinence only' type education. The best education instead is, "don't do it until you're married, BUT if you are going to, please use a condom". While we wish to hold our kids to a high moral standard, don't expect them to be saints. Also expect them to make mistakes and account for that in their education.

The sooner we got on the ball with these things, the less likely we will have to deal with overpopulation and -limits- on children per household.
