Saying you take responsibility for a mistake and actually accepting the burden of making retributions for that mistake are two different things. The first is all talk.

I would like to formally apologize to all monkeys who are currently in man-suits, have been in man-suits, or who are thinking about using a man-suit. My comments were hurtful and insulting to monkeys everywhere and I am truly sorry.

He said there was bad intelligence.
He said he was responsible for this bad intelligence.
The intelligence was about Iraq posing a WMD threat.
He said he'd invade again because Iraq was a threat.

So basically, he said that even though the intelligence showing he was a threat was faulty, he still felt Iraq was a threat with no proof, and that was sufficient enough to go to war.

Let's take this a step further. :)

Congress voted to give authority to the President go to war because of intelligence of WMD.

Therefore, Bush is saying that he would have gone to war for a reason other than the one he had authority to go to war with.

Or in other words, Bush is saying he'd defy Congress and order a country to war without authority to do so.

I agree with this 100%. What does 'I take responsibility" mean, exactly, if there are no resulting changes due to this acceptance?

If I say "I take responsibility for that baseball that went through your window", and then I don't pay for the window, I don't get it replaced, I don't even sweep up the glass, and I declare "I'd throw that baseball threw the window again", have I taken ANY responsibility?

In this spirit, I'd like to officially accept responsiblity for global warming, zombies, and the dot.com bust. I'm also 'sorry' about them*. Whew! that feels a lot better!

So if you kill a lot of people (or get a bunch of your friends to and hey maybe some of them die too), you figure it's somewhere around 30,000 (but hey, you've really lost count), and you take responsibility for that, why are you not in jail!!

This is true, but I believe that is the first time that particular hot air escaped from the shrub. At least we know why he did it now - diversionary tactics, again. "Hey, I took responsibility for bad intelligence (oooooooo the door is OPEN!!) - now don't pay attention to those reports of the gub'ment spyin' on it's own citizens without warrants."
