Recently had to read up about the temporary prim usage on a sim. So far the two somewhat informative locations were:

These have described what is going on but I really need to know how things work on the sim level.
is Andrew Linden's
"temp_prim_limit = 0.5 * regular_prim_limit + 20 or 500 whichver is smaller" (per parcel) formula still applicable or are there any changes since SL 1.11?
Secondly does a sim have it's 15000 permanent prim allowance even if it has a load of temporary prims in numerous parcels
I guess my question comes down to, what is the prim structure of a sim? If anyone can also throw in some extra information on the prims worn on agents etc that would be great too (if they count against temporary prims?).
