Can't create new account

I am trying to create a new account, i.e. paid extra account. Every time I get past the security page where we type the security code it, it asks me if I am sure I want a paid extra account. When I confirm it goes back to the security page saying at this time they can't create an account and I should come back later. This has been the case for about two hours. Is this a known issue?
