I run an outdoor art gallery with a fence around the property line. About a week ago one of my neighbours lowered their land as far as it would go. This created a slope up to my land so my fence was hanging in the air. Now she has raised her land as much as possible and no the art I have hanging on the fence are half burried. The land is flat on her side up to the property line and the slope is on my property.

Is this normal? I understand the need for the slope but should it not be either on the person's land who created the need for the slope? Or at the very least half on hers and half on mine?

If this is a bug or something not correct, how should I address the issue.

This is normal.

Either communicate with your neighbour and come to some sort of agreement on how to terraform the bordering land, or keep your builds a couple of feet away from the property lines.
