Land-parcel borders visible

Recently I can always see the red and blue borders around the edges of parcels of land. If I hover and look down I see a red patchwork quilt.

It wasn't always like this, but it always is now. Today I spoke with 2 other people who said they also have the same problem - albeit intermittently.

I have searched the forums, although perhaps with the wrong search terms. I can find nothing about this. Is it a known problem? Is it a videocard issue?

Is there a cure? I have tried varying the settings, but have found no combination that stops this effect

I should add that everything else appears quickly and near-perfectly. I have no problem seeing things - only with seeing slightly too much :)
