I have several scripted items at my place. It appears anybody can right click on the item and select the script in the contents, double click it, then click the reset button.
I have replicated this by locating a well known contest board at a well known club and repeated this behaviour. Contest was not running(would not have reset if so), but I could do reset the script. Obviously would be very bad if contest was running.
Is this a bug or something that should be managed via permissions?
Ideas to stop non owners or non group from doing this?

That's a neat trick. I have the opposite problem, since they stopped object owners of no-mod objects from resetting scripts I've had to replace items after SL sent them squiffy, because nobody could reset the scripts.

Do you know for a fact that the script reset, or were you just able to click the reset button?
You need a clear reproduction if you want anyone to confirm or not.

Providing you have mod rights to the object, right hand click and go into edit, then top of your screen Tools menu, choose 'reset scripts in selection'. NOTE, you don't need mod rights to the scripts to do this.
