I have been experimenting with delivering video content. I have 30 minute quicktime file which after optimising with Quicktime Pro is 15mb. A few people have told me that it takes too long to load. It is currently residing on my normal web server - would there be any benefit to the end users if I put the file onto a video streaming server?

When doing your optimised export out of Quicktime, you need to have the video "hinted for streaming" and ideally with the Fast Start option on that.
I'm not able to lay my hands on QT right now so I can't tell you exactly what the options are called - but if you get it set right, the video will start to play to your visitors before it has completed downloading. (while still being served from a plain web server)

Buxton has it right. EXPORT the movie from QT. Click on OPTIONS. You'll see a 'STREAMING' tab. Select STREAMING and OPTIMIZE for SERVER.
