I've clicked through every page, searched for, and even emailed LL for help on this, and have gotten nothing. I'm hoping for better luck here.
For some reason I can't seem to activate the Shiny Objects setting. I meet all the requirements for SL (WinXP, 2.8ghz Intel processor, 256 mb RAM, over 40gb hdd, 128 mb Radeon 9200 video card (pci)). Is it something with my hardware? Everyone tells me I'm missing out on so much, and I want to see what it is I'm missing out on!

I think it is your videocard. And remember those requirements are the minimum, it doesn't promise that all settings work.

I agree. I think it's the video card. If you have the means, I'd HIGHLY recommend upgrading to an AGP card or PCI Express. You might have to replace your motherboard in order to do that, not sure what you have.
To answer your question about what you're missing, all I can say is you're missing a lot. Shine is the single biggest differnce there is in how SL looks.

I thought as much, but wasn't too sure. Which means next paycheck (or paychecks) will be devoted to getting an AGP video card.
