Buy A Pass Not Working for Land Access

On the "About Land" dialog, my property allows access to group members of a specific group and also allows people to buy a land pass.

For non-group memmbers the ability to buy a pass is grey-ed out.
Group memebers have access to buy a pass option - but they obviously don't need one, they already have access

Pass holders are not a member of the group so none of the group member settings should impact them.

I filed a bug report but is there something I am doing wrong, or have others also seen this problem?
