heyu
cant think of any shareware progs right now, but i use the [trials]

Audio Edit Deluxe
http://www.mystikmedia.com/audioedit.asp
to convert any file into wav

Wave Shreder

can split anything into segments , just check how long they are before you shred.

If youre planning on using this for music it doesnt need to be excactly 10 seconds, i use a script that preloads any wav before it start playing, so it works pretty much any lenght, but closer you can shred to 9.99 sec the less wav's you need to upload.

I'm not sure whose script Thili mentioned but I've used Psyke's one. It worked very well. :)
