No thats normal, if you wanna tweak it to be a little better I recomend the following:

draw distance 64 - 96
fog ratio 3
cut down the particle to 2048 or less
low the outfit composit ratio.

Also since you're using an nVidia card I highly recomend using the latest NGO Optimized Driver (currently 1.8410 I believe). It has a ton of performance and quality enhancements that nVidia disables in their drivers enabled. Combined with the added tools of PCILatency Tool & nHancer the NGO drivers are pretty good stuff. If you install it just make sure you clean up after the nVidia installer with Driver Cleaner Pro (its free).

Also this is the profile I use on my GeForceFX 5500 256mb AGP and I average 15 - 23 FPS depending on the crowd around me.

(note this is in nHancer format and because I don't have an SLI capable system there are no SLI settings)

Actually the NGO drivers do have PCI-e support, I know this because they support SLI and are based off the latest ForceWare drivers.

Might as well give the NGO drivers a try then and tweak the profile for SL a bit to squeze out those extra FPS. I find that in Performance Mode there's little difference in graphics quality since SL's graphics are pretty simple, but I do notice a performance boost.

Overclocking your card will only help other games not SL. Overclocking your CPU will help alot more then your card, although, the upcoming 1.9.1 is suppose to have that new hardware local lighting so it may help there.

I have installed NGO drivers, cleaned everything from secondlife and the installed 1.9.0.21. Now i can even use agp acceleration, where with standard nvidia drivers i couldn't. Now even some other demoscene demos started to work correctly. NGO are better than nvidia.

If I was getting 17-25 I'd be ecstatic.

When I get double digits I'm having a good day.

Well, I have now amd64 3000+, 2gb ram, gf6800 le, and when I'm lucky, fps meter is off the scale when stats are squeezed on side of screen (about 70fps).

I see a lot of FPS numbers here.. but on what resolution?
IN the current version CPU power means more then GPU. I tested last weekend with a friend. I have a GF 6800, and he has a GF 6600. But he has a Athlon 64 3500 where I have Athlon XP 3000. He had double the FPS as I, while he had a slower GPU.

I get around 15 FPS with half the options turned on (rippled, shiny) on 1280 * 1024

I run in windowed mode in 1024x768, nothing special. CPU is an AMD Anthlon XP 2600+ (1.9Ghz) with 1gig DDR ram and an overclocked GeForceFX 5500 256MB AGP.

I run windowed mode with 1280x960 resolution using an ATI Radeon 9700 Pro AGP card. 2.4 GHz P4, 512 MB of RAM, and I hang around 10-14 fps in the Forest. Heading to TeaZers to teach sees me in single digit fps until I reach a sky classroom where the frame rate jumps to 15+.

I imagine my frame rate will double once occlusion culling comes out. I run nice and smooth above 300m where the ground disappears, even if there's several thousand prims floating around up there.
