"No-outside scripts" stops deeded objects

I'm trying to reduce outside scripts using a strip of land and "No-outside scripts".

The problem is that for some reason my scripts are also disabled.

The object is deeded to the group and as soon as I change the land setting it starts back up.

To replicate.
1. Start with mainland land deeded to a group
2. Deed a object that llsay's to the group
3. Set "no-outside scripts"
